Abstract:

Over the past decade, Pakistan’s infrastructure sector has expanded rapidly through investments in energy, transportation, urban development, and major initiatives such as the China-Pakistan Economic Corridor (CPEC). Despite this growth, construction quality remains a significant challenge, often resulting in delays, cost overruns, and rework. This paper examines the relationship between Human Resource Management (HRM) and construction quality in Pakistan’s infrastructure industry using qualitative analysis of government reports, industry publications, and academic literature. The findings show that construction quality is strongly influenced by workforce competence, effective management, and organizational culture. Projects that invest in structured recruitment, training, supervision, and performance management consistently achieve better outcomes, while many projects continue to face challenges due to skill shortages, weak supervision, and limited HR investment. The research concludes that HRM should be treated as a strategic asset, as stronger human resource practices can enhance construction quality, reduce project risks, and support the long-term sustainability of infrastructure development in Pakistan.
